OLEC — On-Line Effectiveness Control — is a software program designed to provide managers with powerful tools to schedule manpower and control labor costs for all warehouse and transportation operations.

OLEC represents only one of the software programs comprised in Applied Logistics Total Logistics Solution (TLS) — a complete software package that includes Warehouse Management Systems, Labor Management Systems, and Transportation Management Systems.

OLECrepresents a complete solution to planning and controlling the productivity of your warehouse operations by allowing management to accomplish two fundamental objectives: 1) monitor the efficiency of every single warehouse operation and, 2) control operating costs.

 OLEC is a parameter-driven application that allows us to satisfy our customer’s constantly changing needs by use of a table-controlled method capable of instantly modifying user-specific data.
New functionalities can be activated or de-activated simply by changing the table-driven parameters. The use of these parameters represents an extremely valuable and cost-effective feature, because it enables our clients to change their system quickly and inexpensively in order to satisfy new or changed business requirements.
Although OLEC can still be considered a parameter-driven application in some aspects, its new multi-tier architecture and the advent of the Web Application with multiple user interfaces have considerably reduced its dependence from table-controlled menus. No more disabled menus or useless fields. The generic approach has turned into a customized approach in order to satisfy the specific needs and requirements of every single installation.


OLEC provides a complete data interchange capability with most other legacy systems through setting of XML modules. Additionally, the exchange of information is performed by utilizing Web Service, SSIS platforms, and WCF modules.


OLEC is capable of generating a number of standard reports on labor effectiveness and operations efficiency, by means of tracking and recording in real time the performance of each operator in every basic activity he/she performs. OLEC also offers other highly flexible and dynamic report writing capabilities so that, at the time of installation, the client can easily select or change the format of these reports according to his specific requirements. The Reporting System utilizes components based on MS SQL Server Reporting System. All reports can be readily available in different locations (i.e., multinational and multi-company) by use of a web based interface and through several hardware devices such as: PC’s, Laptops, Smart Phones, PDA’s, etc.

The program utilizes several types of GUI (Graphic User Interface) such as: Windows Forms, WPF Application, Web Forms, Silverlight, etc. in order to optimize, facilitate, and make the use of hardware devices more intuitive and as user friendly as possible.


OLEC capability of visualizing on-line all support data enables management to constantly supervise all warehouse operations and to effectively and productively manage available resources.

The end-user can select his preferred language before running an application as well as while running an application. OLEC protects access to data by means of system password and personal password. The access to each task is also controlled by a password and can only be enabled by a system administrator who knows this application inside-out.


The OLEC software application was developed using the Microsoft.Net environment and is written mainly in the C# (C-Sharp) programming language, although several other languages were utilized in conjunction with C#, such as: XLM, XAML, HTML, Javascript, and T-Sql.

• Accurately determines actual workload requirements for a specific time interval, delivery route, or any other critical function before production begins. This allows management to effectively plan and balance workloads by scheduling the manpower needed to perform the necessary work without “best guess” estimates or use of historical data;
• Instantly tracks shift progress in relation to time expended. This feedback is of vital importance in making on-the-spot decisions in regard to unpredictable schedule changes and efficiency fluctuations. Early identification of slippage enables managers to react promptly by redirecting work assignments or redistributing the workforce according to the newly determined requirements;
• Monitors and measures in real time the performance of each operator against the standards throughout the shift. This feature allows the operators to be constantly informed of their cumulative performance at the end of each work assignment and to adjust their effort to maintain the desired productivity output;
• Tracks productive time as well as time spent in non-standard and off-standard activities by reason. This allows supervisors to spot unnecessary delays and inefficient work activities while they occur and at the end of each shift, giving them an opportunity for early identification of trends and problem areas. Immediate feedback is particularly important when an incentive program is in place, because it strongly motivates employees to perform their best;
• Calculates and administers incentive programs targeted at increasing productivity;
• Generates daily reports on several warehousing and distribution key-functions.

Daily Assignment Master Report 

This OLEC™ report prints the daily assignments file for a particular date, sorted by facility by department. For each assignment, the computer prints the activity type, number of cases, total weight, and total pallet count as well as the calculated standard minutes for the assignment.
Employee Daily Assignment Report 
This detail report prints, for each employee, the work assignments performed by the employee from the start of the shift until the end. On and off-standard times are shown as well as performance to standard for the assignment. All times are totaled and the employee performance for the day is shown as well as total off-standard hours percent.
Employee Daily Performance Report 
This report prints total hours and performance to standard for each employee for the day. The report can be printed as a summary report, sorted by employee, or as a detail report, sorted and summarized by activity by employee.
Employee Week-to-Date Performance Report 
This detail report prints the employee performance by day of week and is totaled for the week. The report can be printed as a summary report, sorted by employee, or as a detail report, sorted and summarized by activity by employee.
Daily Activity Report 
This report summarizes by department each activity performed within the department showing total ours worked, total hours on-standard, total hours off-standard, and total performance to standard. Utilization of employees on-standard as well as effectiveness on-standard are shown as percentage figures to allow management to check supervisor effectiveness.
Week-to-Date Off-Standard Summary Report 
This report summarizes off-standard hours by department by activity by off-standard reason. Hours are shown for each day of the week and totaled for the week. Utilization and effectiveness are also shown as percentage figures.
Labor Performance and Utilization Report 
This report summarizes by department by shift the total hours worked, the total hours on-standard, the total hours off-standard, performance to standard, and effective utilization percentage. This is compared with the same period for the previous year. The report can be printed for any desired period: WTD, MTD, QTD, or YTD. Previously closed periods can also be printed.
Department Performance Comparison Graphs by Period 
This report graphs the performance percentage for each department over the course of a year for a user selectable accounting period: WTD, MTD, QTD, or YTD. The previous year and two years prior are also graphed for comparison purposes.
Case Cost performance Comparison by Period 
This report shows by department by activity the total cases shipped, total hours worked, total payroll dollars and calculated hours per case shipped and cost per case shipped. The previous year and two years prior are also graphed for comparison purposes. Incentive Earnings Report This report shows the incentive earnings for each employee for the period defined by the company incentive policy.
